19 Pennsylvania counties have testing entries but no local mitigation entry

What the county review found

We counted a record toward a county only when its printed state was PA and its reported county matched Pennsylvania’s county list. Testing and mitigation were counted separately, then we compared the two report versions.

The 19 counties with testing entries but no mitigation entry are Armstrong, Bedford, Bradford, Carbon, Clearfield, Crawford, Fayette, Franklin, Huntingdon, Indiana, Lawrence, Mifflin, Northumberland, Perry, Somerset, Susquehanna, Tioga, Union, Venango.

The 13 with neither type of entry are Cameron, Clarion, Forest, Fulton, Greene, Jefferson, Juniata, McKean, Mercer, Montour, Potter, Sullivan, Wyoming. Every other county has entries for both services.

Why an entry is not a company

DEP’s directory includes firms, certified individuals, and listed employees. Its guidance explains that approved employees can work under a firm’s certified individual. A business and people associated with it can therefore have separate entries. Read DEP’s certification explanation.

Adding the rows does not tell you how many separate businesses you can hire. Names, shared contact details, and numeric prefixes are not enough to sort every entry.

Across all addresses, alphabetical testing includes 46 IDs that are missing from county testing. County mitigation includes 102 IDs that are missing from alphabetical mitigation. All 102 are in the 7000 series, which DEP identifies as mitigation firm employees. We do not know the full reason the report populations differ.

Lehigh has the most mitigation entries in the county report; Montgomery has the most in the alphabetical report. That does not tell you which county has the most independent companies or the most open appointments.

The county pattern is the same in both versions. We treat that as a description of these files, not a complete count of the workforce.

How to find help for your address

Start with a county search. Before you hire anyone, check three things:

1. Confirm you need testing, mitigation, or both, and check the matching credential.
2. Match the name and ID to official records. DEP says to check a current ID card or certification certificate because status can change.
3. Ask whether they serve your address, when they can come, and whether travel is extra. The listed location does not answer those questions.

If the county list is short, search a wider area and still check credentials. EPA recommends consulting the state radon program about requirements that apply to providers.

Methods and original sources

We downloaded the four reports on September 14, 2026. The PDFs are dated September 1. The directory page’s update note still said August 3 that day. Those research dates are not the same as the verification date on an individual listing.

Two independent extraction methods agreed on every ID, state, and county in the county-sorted PDFs: 610 testing rows and 239 mitigation rows, including other-state addresses. We then compared the alphabetical versions. One truncated county label was resolved using the full county spelling attached to the same ID in the county report. All 67 county totals reconcile to the corresponding report totals.

We used the county printed on each DEP row, and we did not turn addresses into service areas. We did not sort every row into person versus business, measure household demand, or merge the reports into one complete roster. Reports from the same agency can miss the same people, so agreement means the files match, not that the list is complete.
